Anna has an extensive experience of representing the interests of Russian and foreign clients in international arbitration proceedings related to the resolution of business disputes in the fields of energy, medicine, healthcare, real estate, construction, telecommunications, hospitality business and sports. Anna specializes in sanctions regulation issues and advises clients on restrictive and special economic measures.
Prior to joining the Orion Partners team, Anna Belova held the position of Counsel, Head of the Sanctions Regulation Practice at Level Legal Services.
Anna is recognized as one of the best lawyers in Russia by such ratings as Best Lawyers (2021) in international arbitration, Pravo-300 (2022-2023) in international arbitration (Tier II) and sanctions law (Tier II), and Kommersant Publishing House (2023) in sanctions law (Tier I).

Anna’s work experience includes representing:
a leading Russian energy company in fifteen arbitration disputes (at SIAC) worth over 7.5 billion euros with a foreign manufacturer due to the foreign counterparty’s failure to perform a number of its obligations under contracts for the construction of tanker ships with a reference to the existing sanctions;
a Central Asian Football Association in sports arbitration (FIFA Dispute Resolution Chamber, Court of Arbitration for Sport, Federal Court of Switzerland) regarding claims of former club players for payments in the amount of tens of millions of US dollars due to them under various employment contracts;
a major Uzbek gas company in the ICC international arbitration proceedings in Singapore in connection with the initial claims based on the improper performance by the contractor of the contract for the installation of a gas pipeline management system and recovery of damages caused by such improper performance, as well as in connection with counterclaims for the illegal termination of the contract by the company and recovery of losses caused by the termination;
a BVI investor in the UNCITRAL arbitration proceedings against Kyrgyzstan under the Kyrgyz Foreign Investment Law in a dispute regarding the expropriation of investments;
a prominent Russian construction company (acting as subcontractor) in the ICC arbitration proceedings against a Spanish construction company (acting as principal contractor) regarding a dispute arising out of a contract for the construction of an oil refinery in Khabarovsk;
a Cypriot oil company in the LCIA arbitration proceedings against a large English bank in a dispute over the collection of debt under a loan agreement;
a major international hotel operator in the arbitration proceedings at the ICAC at the Russian Chamber of Commerce and Industry against the owner of hotels in connection with a breach of contracts for the management of four hotels in the Olympic resort of Sochi; and
an American gas company and its Dutch parent company in the ICAC arbitration proceedings at the Russian Chamber of Commerce and Industry and parallel ICSID investment proceedings against the Government of Georgia in commercial and investment disputes related to the failure to pay for supplied natural gas and violation of investor rights.
Anna graduated with honors from the International Law Faculty of Moscow State University of International Relations in 2006 and received her Master of Laws (LL.M) degree from the Columbia University (USA, New York) in 2013.
